Deputy Council Youth Commissioner - Membership Growth

The Greater Toronto Council Youth Network is seeking applications for Deputy Council Youth Commissioner (DCYC) of Membership Growth


We are committed to ensuring that every child has an opportunity to participate in Scouting, and we will work together to meet or exceed an annual 10% growth in full-time youth membership. To achieve this goal, our Sections and Groups must engage regularly in recruitment activities and keep a close eye on member attendance and retention. In practical terms, we can exceed our growth goal by adding one youth to each of our Sections across the country every year.


Work with volunteers, staff and community members to develop, implement and monitor activities that result in annual National target growth of full-time youth membership 


  • Actively participate as a member of the Council Leadership Team working towards the successful implementation of Scouts Canada’s Strategic, Growth and Program goals
  • Actively participate as a member of the National Volunteer Support Growth Team.
  • Establish a close working relationship with the Council’s ASMs and support them as they implement the Area’s Group Growth Plans.
  • Build an effective team to support and provide leadership to various functions of membership growth recruitment activities including registration
  • Communicate membership growth opportunities among the Council Commissioner, Area Service Teams and Scouting Groups
  • Work closely with Area/Group Commissioners to start new groups/grow existing groups.
  • Identifies and provide resources and support structures to ensure new groups thrive.
  • Help Area Service Teams/Scouting Groups recruit and retain youth
  • When required or requested conducting Growth Workshops for Group Committees and Area Teams


  • Demonstrated leadership, management, problem solving, decision making skills and interpersonal skills
  • Has proven ability to inspire confidence, team effort and leadership in others Keen desire to help drive membership growth
  • Demonstrate commitment to customer-oriented service delivery
  • Excellent communication skills: ability to communicate clearly and professionally both verbally and in writing
  • Demonstrates a commitment to Scouting Mission, Principles and Practices through personal development and sound management practices
  • Understanding of and commitment to Scout’s Canada’s Volunteer Support and Growth Strategy
  • Build and motivate an effective team to support and provide leadership to various functions of membership growth recruitment activities including registration
  • Demonstrate a working knowledge of MS Office products including Excel, Word, Outlook and PowerPoint, with access to reliable internet
  • Register as a member of Scouts Canada in good standing with up to date training including WB1 Canadian Path.
